Coal Shipment Delays Create Concerns for Electric Cooperatives

Railcar delays caused by crew and train shortages have created significant problems for utilities like Arizona Electric Power Cooperative that are dependent on coal deliveries for power plants, and many utilities are curtailing use of coal-fired units to conserve current stockpiles. Federal rail regulators are increasing oversight, and the Surface Transportation Board announced that it will require certain railroads to provide service recovery plans.
