South Dakota Electric Cooperatives Receive Millions from FEMA for Underground Power Lines

Last year, severe winter storms left thousands of South Dakotans without electricity.  American News now reports that South Dakota cooperatives will receive more than $27.5 million from FEMA to install underground lines.  These lines will replace overhead lines that were particularly vulnerable to winter storms.

Pedernales Former General Manager Set for Trial on Felony Theft and Money Laundering

The felony theft and money laundering trial of Bennie Fuelberg, former Pedernales Electric Cooperative General Manager, is underway.  The Statesmen reports that Fuelberg faces up to 99 years in prison on the first-degree felony charges.  Fuelberg has pleaded not guilty.

FERC: Montana Coop Does Not Have to Pay Transmission Charges from NorthWestern Corporation

FERC has sided with Southern Montana Electric Generation & Transmission Cooperative in a dispute with NorthWestern Corp.  The cooperative had complained that NorthWestern was improperly billing it for “long-term, firm point-to-point transmission service” in the absence of a valid service agreement.

East Texas Coop Applies for RUS Loan for Biomass Plant

East Texas Electric Cooperative, a group of ten East Texas cooperatives, has applied to the RUS for a $145 million loan to build a biomass plant in Woodville, Texas.  The plant is scheduled to operate in late 2013 / early 2014 and will produce roughly 50 MW of power.

Kentucky Utilities Sue Thermostat Manufacturer

Two Kentucky utilities have sued Comverge Inc. in federal court over energy-saving thermostats that allegedly pose a fire hazard.  According to the complaints, similar thermostats were recalled in Texas, but the utilities were not notified promptly.  The thermostats are designed to control energy loads by shutting down air conditioning during peak energy demand times.  In a related...

Northern Virginia Electric Cooperative Moving Forward on Green Power Plant

A Virginia state commission has given the go-ahead to preliminary construction of a green power plant at a former Georgia-Pacific facility in Halifax County.  The plant will convert wood waste product into energy.  Northern Virginia Electric Cooperative is partnering with NOVI Energy on the project.

Pedernales Revises Bylaws to Limit Terms of Directors

The Pedernales Electric Cooperative Board of Directors has passed new bylaws that limit terms for directors to a maximum of four three-year terms.  The bylaws previously had no limits on terms.  The Board also ended the “revolving door” practice, which allowed board members to become Pedernales employees or contractors after their terms ended. East Kentucky Power Cooperative Drops Plans for Coal-Fired Plant

In a settlement with opponents, East Kentucky Power Cooperative has dropped plans to build a coal-fired power plant in Clark County, Kentucky.  East Kentucky cited decreased demand for electricity caused by the economic downturn.

Georgia EMCs Agree to Purchase Power from Biomass Plant

A group of seven Georgia EMCs have recently agreed to a 10-year power purchase agreement from a biomass power plant in Thomaston, Georgia.  The plant, a wood-fueled generation facility, will begin operations in early 2012 and power nearly 10,000 homes.

RUS to Provide $2.9 billion of Guaranteed Loans to Rural Coops and Utilities

Platts reports that the Department of Agriculture’s Rural Utilities Service will provide $2.93 billion to 50 electric cooperatives.  These guaranteed loans are for generation (new and upgraded), transmission, and distribution.
