White House Expands Voluntary Ratepayer Protection Pledge for Data Centers Amid Congressional Action
The White House expanded its voluntary Ratepayer Protection Pledge to 187 utilities, electric cooperatives, and data center developers, along with 23 governors, with participating organizations agreeing to principles designed to have large data centers cover the generation and grid infrastructure costs associated with their projects rather than shifting those costs to residential or commercial ratepayers. In addition, the House Energy and Commerce Committee unanimously advanced the bipartisan Ratepayer Protection Act (H.R. 9340), which would require state regulators and nonregulated utilities to consider a standard under which large-load customers would bear the full incremental cost of generation, transmission, and distribution upgrades needed to serve them.
